Orchard HouseProgram Summary Rural-based Certified Non-Secure Detention Facility and program where up to six (6) youth under the age of 18 live while more permanent housing is arranged. Youth are admitted to Detention by the order of a Niagara County Family Court Judge who feels without being detained, the youth will not appear in court or for placement as scheduled. Staff consists of an on-site Management Team, Youth Care Workers, Education Instructor and various support staff. All staff are responsible to ensure the safety and well being of each youth until they return to Family Court. Staff are not counselors or placement authorities; they are concerned, responsible adults who through their dealings with residents, communicate a sense of appreciation and caring for each youth’s situation. Pre-arranged visitation with parents and/or guardians is arranged through contact with the Management Team. Casework staff coordinate counseling, medical and court appointments and are the liaison with the youth’s families. Niagara County Department of Social Services is the county agency responsible for the administration of the county juvenile detention program, pursuant to section 213-a of the County Law.
